silently skips network step without network

Description

I was installing f21 in a vm without working network (the shell shows a wired+? icon). nmcli g says:

STATUS: connected (local only) CONNECTIVITY: limited

gnome-initial-setup did not show the network page. I would have expected it to do so, since there is no working network.
