WIP: Port to meson build system

Hi,

I wanted to give a try to Meson, so I "randomly" choose a real life project and tried to port it to meson.

This MR is the result of it.

I'm not used to meson so it probably doesn't match your standard quality.

Anyway, if you find this work useful and possibly acceptable upstream, let me know and I will try to improve it based on your feedback.
