Resizing partition changes PARTUUID and makes system unbootable

Description
GNOME Disks made my system unbootable by changing all PARTUUIDs. I've done the following:
- remove third partition
- increase size of second partition (root fs)
- recreate third partition
When I tried booting from this modified system, it didn't work, because GNOME Disk has changed all PARTUUIDs. Kernel was trying to find root fs by PARTUUID; PARTUUID was also used in fstab. This is totally unexpected and AFAIR hasn't happened with other partitioning software.
