Add GnomeWallClock:force-seconds property

This property will overwrite the system configuration to make the clock always show seconds and update its clock property every second.

The rationale behind this addition is that the Clocks application is currently using GnomeWallClock to determine and update the current time. There is currently no way of setting GnomeWallClock to seconds precision apart from setting a global system setting. This prevents clocks to potentially have a seconds display that is independent of the system setting.
