gnome-desktop3-40~alpha.0 seems to cause very few keyboard layouts in gnome-control-center Input Sources

Description of problem: With gnome-desktop3-40~alpha the number of keyboard layouts shown in gnome-control-center seems severely reduced (in a bad way).

How reproducible: 100%
Steps to Reproduce:
- boot Fedora-Workstation-Live-x86_64-Rawhide-20210210.n.0.iso
- in gnome go to Settings -> Region & Language
- try to add eg a Japanese Input Source
Actual results: The only keyboard Latin-based keyboard layout listed is Japanese PC-98, which is not used these days, in addition to the expected Japanese input method (Anthy).
Expected results: standard Japanese layout (JP) (and probably various others) to be listed, like with 3.38.3
Additional info: This doesn't happen with Fedora-Workstation-Live-x86_64-Rawhide-20210208.n.0.iso which has gnome-desktop3-3.38.3.
I tracked this down at the package list by comparing the package lists in the Fedora Rawhide 20210208.n.0 and 20210210.n.0 composes using pkgtreediff. Since gnome-desktop3-40~alpha.0-1.fc34 was already built in a F34 sidetag I expect this bug will hit the F34 development release soon.
