background: Monitor directory where Nautilus adds wallpapers

Philip Withnall requested to merge pwithnall/gnome-control-center:wallpapers-dir into master

If you use the ‘Set as Wallpaper’ action in Nautilus, it copies the new wallpaper into ${XDG_PICTURES_DIR}/Wallpapers, and then sets it as the background in dconf.

In order to allow users to choose those wallpapers again, monitor the ${XDG_PICTURES_DIR}/Wallpapers directory for backgrounds in the panel.
