Fix carousel arrow in user-accounts panel when animations are disabled

SSIA. This is an upstreamed version of a fix I’ve just submitted to Endless, and hence it has been tested on Endless but not on upstream g-c-c (I don’t have the right dependencies downloaded and compiled at the moment). The differences from downstream are trivial; hopefully CI will catch any obvious typos.
