Panel widget in sidebar

Georges Basile Stavracas Neto requested to merge gbsneto/panel-widget-in-sidebar into master

This is another step towards the new panels that have widgets in the sidebar. It should be possible to add the widgets that CcPanel.get_sidebar_widget() returns to the sidebar. Here's what it looks like:
