List of search providers on the "Search" page should be scrollable even when the global Search setting is disabled
Steps to reproduce:
- Open GNOME Settings
- View the "Search" page
- Flip the switch in the header bar to set the global search setting to Off
Actual results: The list of search providers in the main section of the window can no longer be scrolled through.
Expected results: The list of search providers should always be scrollable, whether searching is enabled or not. When searching is disabled, it is useful to still be able to scroll through the list of providers when they don't all fit in the window, so that it's possible to see which search providers are installed. It shouldn't be necessary to briefly turn on searching just to be able to see which search providers are installed.
