Rename "Universal Access" to "Accessibility"
The idea behind calling the panel "Universal Access", I think, was to try and broaden its appeal and communicate that these settings are for everyone.
However, during a recent usability testing exercise, we found that "Universal Access" generated false positives: people were picking it for things like "remote access" and "screen sharing", because they saw "access" in the name. It should be said that I don't think we should continue to have remote access and screen sharing in Settings, but it's possible that "universal access" could end up being mistaken for something else.
The other reason to use "Accessibility" rather than "Universal Access" is that "Accessibility" is the established term for these settings, and is what's used on Mac, Android and iOS. The exception to this is Windows, which seems to call them "Ease of Access" which is somewhat similar to "Universal Access" (although even the Microsoft website uses the term accessibility).
