Hard to tell that something is happening when the Wi-Fi panel is open
The Bluetooth panel has a spinner above the list which indicates that something is happening - that it's visible and scanning. The Wi-Fi list currently lacks this - the list is static and there's no indication that the system is actively search for networks, or that the list is being constantly updated.
Assuming that we do aggressively refresh the list of visible networks, we should show a spinner next to the "Visible Networks" heading, like we do in the bluetooth panel. If we don't aggressively refresh the network list, we should do that too
