Sharing: improve the basic navigation of the panel
Presently the layout of the Sharing panel is pretty sparse and it's not obvious what sharing settings are available to someone–you have to dig in and out of the dialogs to get at settings, which is neither quick nor convenient.
We should drop the listrows+dialogs pattern and display all the sharing settings more clearly. Sharing settings can be organized in one panel by their categories, opposed to multiple dialogs hidden behind list rows:

Sharing is disabled/off show an empty state
There's no need to show the sharing settings in an insensitive state if sharing is not enabled, we can instead show an empty state message:
