Monitor Refresh Rate GUI
For context of this bug, please first read this thread on Ubuntu Forums:
I've witnessed with some new Ubuntu users more than once, and again most recently having some bad user experiences trying to change or set or discover the refresh rate of their monitors in Ubuntu's display settings, resulting in users having to ask around online for help and resulting in brand new users being forced to use terminal commands just to verify their monitor is on the correct refresh rate. The current GUI provided for this is a little confusing and I was even under the false impression initially that there isn't one for refresh rate because it is a little hidden.
I'm going to quote someone else who explained the problem better than I can from the above linked thread:

You need to change the screen resolution in Settings (gnome-control-center) and then it will show you refresh rate options for that resolution. Confusingly, if there is only one refresh rate for a given resolution then it will hide the refresh rate menu. So for some resolutions the GUI will never tell you what the refresh rate is. I think this needs a bug report ASAP so please log it with the Gnome developers here.
To see the full list of refresh rates, log into a Xorg session (“Ubuntu”), open a Terminal window and run xrandr.
It would perhaps be clearer for new Ubuntu users trying to set or see their monitor refresh rate to display the GUI for setting the refresh rate at all times, even when there is only one option.
This is something that could be adjusted or fixed?
