This is an easy fix. However, third party themes that override that icon will need to be updated. Not sure how much we care about that.
Actually do another gnome-icon-theme release just to drop the category icon. This seems a bit nicer than trying to get every distro to drop that icon in their gnome-icon-theme packaging.
Really kill gnome-icon-theme. The problem is that Adwaita does not provide all the icons that 'gnome' did. In particular, there are former stock icons that are missing. (Yes, stock icons are deprecated since GTK+ 3.10, but there are a lot of older apps that we shouldn't just break.)
