Draft: [gnome-46] Remove Location Services related code because of Mozilla Location Services shutdown

Mozilla Location Service is retiring in June 12, 2024. https://github.com/mozilla/ichnaea/issues/2065

We don't have a drop-in replacement for the upcoming GNOME 46.

This removes the Location services frontend (Privacy), removes the location based night light option (Display), and the automatic timezone setting in System -> Datetime.
