Privacy panel followup

This MR revamps the description of the rows and also groups them as suggested by @aday here. Also, it updates the POTFILES.in to fix translations.

EDIT: it also improves the security dialogs to make them more modern, clean and consistent.

Fixes #2552 (closed) and #2419 (closed).
