cc-power-panel: add battery health section

Decided I'd like to take a crack at this, remaining TODO:

  • I don't know if there's a standard for the bins or cutoffs on battery health level - the current "Good," "OK," "Poor" are placeholders I came up with from reading past discussion here

  • #2553 is in the same section in the mockups, I'm not sure if we wanted it in the same MR or not. Happy to work on it either way after finishing this.
