privacy: Allow to toggle app switches when main permission is disabled
This MR implements the behavior described at !1528 (comment 1610370): "So when location is off, an app could be in the on position, but would be grey. That would allow changing the app switch position while the global switch is off.".
This differs from the latest privacy mockups where just an X is shown.
