Adjust for new lock screen design

For 3.36 we are planning on merging an updated lock screen experience (we're already past the UI freeze, but an exception has been granted). What it looks like:

In the new version, we show a blurred image on the lock screen rather than one in its natural state. This makes the lock screen background redundant and it would be great to remove this aspect of the background settings for 3.36.

The change would be:

  • Remove the lock screen preview from the top of the panel (retaining the desktop background preview)
  • Remove the lock screen option from the popover: the popover would either contain a single "Set Background" button, or "Set Background" and "Remove" if used on a custom image
