Location service are disabled but get used anyways

Fedora 31, gnome-control-center 3.34.2, gnome-shell 3.34.1

My location services are disabled. Anyway, I regularly end up in situations as that:

Even though the location are disabled they get used anyways (reported as "in use"). This is a serious privacy concern...

If this is just a UI bug, leave this issue here, otherwise please move it to the according GNOME component.
