WWAN panel: per-device toggle doesn't trigger connection, only disconnection
Steps to reproduce:
- Open GNOME Settings (3.32.1)
- Check that the WWAN modem is detected in the Network panel.
- Create WWAN network settings, e.g. with the specific APN required for the connection.
- With the per-device ON/OFF switch set to OFF, click it to turn it to ON.
- The expected result is that the connection is enabled and connectivity with the modem is up. But, the actual result is that nothing really happens. The switch goes to ON, but no actual action happens.
- Using gnome-shell (the mobile broadband specific action in the shell menu) to activate/deactivate the connection works properly.
- Once connected, go back to Settings and move the per-device ON/OFF switch from ON to OFF.
- The connection is correctly disconnected.
So basically, the ON/OFF switch only works for disconnecting (step 7), not for connecting (step 4).
