search: search_toolbar not reachable via keyboard

• gnome-control-center 3.30.2
• Ubuntu 19.04 Alpha

1. Open the Settings app.
2. Open the Search page.
3. Use any combination of arrow keys and Tab keys to try to access the search_toolbar containing the 3 buttons (up, down, preferences)

It doesn't look possible to reach those buttons except by clicking one of the buttons first.
