Can't navigate sidebar without using mouse

The GNOME 3.26 sidebar redesign has made it nearly impossible (as far as I can tell) to navigate the Settings app with the keyboard only.

This is an accessibility regression particularly for people who can't easily use a mouse.

Test 1

From a settings panel, use only the keyboard to focus the sidebar.

If you press the Left key, you can hear Region & Language but it's not possible to navigate up and down the sidebar list if you started from one of the panels and only use the keyboard.
