Too easy to accidentally enable web proxy autodiscovery
Enabling web proxy autodiscovery is necessary for some corporate users, but for 99.8% of users it's just a "break my internet" switch that introduces major security risk and also makes the internet slower by multiple orders of magnitude. I've repeatedly seen experienced users and developers turn this on by mistake and get confused why their network suddenly sucks. So let's make it harder to enable, somehow. Perhaps a warning dialog would be appropriate.

Steps to reproduce:
- Open Network panel
- Open proxy settings
- Toggle Network Proxy switch to on

Change configuration from Manual (default) to Automatic (because "automatic" seems good, right?)(@jbicha noticed this step is not required because it defaults to the dangerous Automatic position) - Suffer
