App Switching: 'Include apps from the current workspace only' doesn't stop switching on all workspaces

Expected behavior: When switching apps with Alt+Tab and GNOME Settings has App Switching toggled to "Include apps from the current workspace only", Alt+Tab should not switch between applications on other workspaces
Current behavior: When switching apps with Alt+Tab and GNOME Settings has App Switching toggled to "Include apps from the current workspace only", Alt+Tab switches applications on all workspaces

Steps to reproduce:
- Open one Firefox session and an arbitrary app such as Calculator in one workspace
- Open another Firefox session and an arbitrary app such as Terminal in a second workspace
- Validate Settings has "Include apps from the current workspace only" toggled
- Alt+Tab on workspace 1
- Alt+Tab on workspace 2, note what application is on top
- Alt+Tab on workspace 1
- Switch to workspace 2 and see if the top most application is what it was on workspace 2
Other Notes:
Re-toggling to "Include apps from all workspaces" and back to "Include apps from the current workspace only" fixes the issue temporarily until one does Alt+Tab in both workspaces
