Diagnostics and Device Security behaving erratically in 43.1

"Diagnostics" and "Device Security" are behaving erratically in 43.1.

Steps to reproduce:

1. Open GNOME Settings
2. Navigate to "Privacy"
3. "Device Security" is listed but not "Diagnostics"
4. Clicking on "Device Security" makes it disappear, spawn and select "Diagnostics" instead
