Wifi > ... > Known WiFi networks should allow accessing the settings of any network even if not connected to. I just found this out trying to tell an acquaintance a wifi password of a wifi that wasn't nearby but of which I knew I had the password stored, and it just seems like it's not possible which seems bewildering and quite a substantive omission. I think the Known WiFi networks list would be the obvious place to put it, e.g. by either showing the cog for the settings for all entries and not just a possibly connected one, or adding a "Settings..." button next to the "Forget" one that becomes clickable as soon as exactly one entry is selected.
I worked around this by manually installing nm-connection-editor and checking there instead, but since the gnome control center basically already has all the required UI to see the password and just won't let me access it, I think this would make sense to be fixed.
Affected versions: gnome-control-center 42.2 on postmarketOS 22.06, gnome-control-center 41.7 on Fedora 35
