Sticky Keys: Un-locking modifier keys doesn't send key release

Issue
With sticky keys enabled, after pressing a modifier key twice (to lock it), pressing the key a third time (to un-lock it) doesn't seem to send a key release.
For example, in Windows with sticky keys, pressing the start
button 3 times opens the Start
menu. However, in GNOME, pressing the super
key 3 times doesn't bring up the Activities
screen.
Because of this, among other things, it doesn't seem possible to open the activities menu using just the super
key with sticky keys is enabled.
Steps to reproduce
- Open GNOME Settings ->
Universal Access

- Press and release

Expected result
Activities screen opens. (e.g. the same as if the super
key was pressed & released with sticky keys off)
