Wacom tablet does not map to full desktop
Recently the "Map to Monitor" functionality for Wacom tablets has begun misbehaving. When you open the mapping dialog you are provided a "Map to single monitor" checkbox that -- when enabled -- allows you to map your Wacom tablet to select a single monitor to map the tablet to. When unchecked, the tablet should be mapped to the entire desktop. This latter behavior is no longer the case; unchecking the box now appears to cause the tablet to be mapped to the primary monitor instead.

Steps to reproduce:
- Connect a non-display Wacom tablet (e.g. Intuos or Intuos Pro) to a PC with dual monitors
- Open GNOME Settings
- Navigate to the "Wacom Tablet" section
- Open the "Tablet" pane
- Click the "Map to Monitor..." button
- Test the tablet mapping with the "Map to single monitor" checkbox on and off
Expected behavior: when "Map to single monitor" is unchecked, the tablet should be mapped to the entire desktop
Actual behavior: when "Map to single monitor" is unchecked, the tablet is mapped to a single (primary?) monitor
