Night light clock is reversed in RTL - hours in the place of the minutes

The night light clock (from and to) is reversed in RTL (Hebrew for example).

Steps to reproduce:

1. Open GNOME Settings (git master or stable version) in RTL language (LNAG=he_IL.UTF-8 for testing)
2. Switch to Displays panel
3. Switch to Night Light stack
4. Turn On the Night Light option
5. Choose time and than you will see the hours in the place of the minutes and vice versa.
