Shortcut selector should always be on the top of all windows
Reproduction steps:
- Open gnome-control-center
- Go to "Keyboard shortcuts"
- Try to change any shortcut (but don't actually change it, just wait until the "shortcut selector" window opens)
- Switch to another window (alt+tab)
What happens:
It is possible to switch to another window, but keyboard doesn't work (because shortcut selector is still waiting for an input in background).
What I expected to happen:
I expected a shortcut selector to prevent me from switching windows (aka modal window).
