On boot GDM does not respect the display arrangement set in gnome settings
Environment: Fedora 28 Clean Install gdm-3.28.2-1.fc28.x86_64
I have 2 identical monitors attached. The monitor that identifies itself as montior 1 is attached via HDMI. Monitor 2 is attached via DisplayPort. Both monitors are driven by the internal Intel® HD Graphics 530 (Skylake GT2).
In gnome settings I have monitor 1 on the left of monitor 2, orientation Portait Right, Monitor 2 is in landscape. The primary display is set to Monitor 2
If I lock the screen then GDM acts correctly, and the display arrangement works as expected. The issue manifests on a reboot or fresh boot.
On a fresh boot the display arrangement is not respected. The login prompt correctly appears on monitor 2 (the primary display), however the layout appears to be as if both monitors are in landscape orientation, and monitor 1 is now on the right of monitor 2 (the default as presented in gnome settings)
