Add option for configuring scroll speed of mice and various touchpads for Wayland-X11
As the KDE team did on there, https://pointieststick.com/2020/04/11/this-week-in-kde-libinput-scroll-speed-dolphin-remote-access-improvements-and-more/, GNOME Settings should have an option to change the scrolling speed of mice and touchpads, under the Mouse&Touchpad section. There should be two settings, one of them is for mouse, the other one is for the touchpad, especially for Wayland, and maybe for X11.
Why this feature is important? Because I and some other users are complaining about speedy or slow scrolling speed behavior as there: gtk#1308 (closed), https://www.reddit.com/r/gnome/comments/e19g6h/how_is_there_no_setting_for_mouse_scroll_speed_in/, https://gitlab.freedesktop.org/libinput/libinput/-/issues/185 and so on.
