Time from VCALENDAR event is always read as local despite being described as UTC
Detailed description of the issue. Put as much information as you can, potentially with images showing the issue.
Steps to reproduce:

Go to Settings

Click on "Date & Time"

Make sure "Time Zone" is not UTC. For example, select "CET" as time zone (which is UTC+1)

Close Settings

Download this file: test_utc_time.ics

Open it with GNOME Calendar

The time of the event will be 16:00.
But in the file the time is described as UTC time (see iCalendar specification) and so should be adjusted for the time zone in order to convert it to local time.
For example, if you selected CET, GNOME Calendar should have displayed 17:00 instead of 16:00.
