Moving time ranged events via drag and drop in Week View's timetable is off by one hour during the week of DST daylight savings time switch
This is similar to #482 (closed) / #996 (closed), except that it still affects version 46 / nightly after @danigm's fixes for those in !370 (merged).
The subtlety here is that the problem does not occur upon new time-ranged drag event creation (this was fixed in #482 (closed), and remains fixed to this day), but it occurs when moving existing events via drag and drop in the timetable. Demonstration video below.
This only happens during the week where the DST switch occurs. For instance, in that video, the week starts on Sunday (because of #160), and that Sunday March 10th in North America is when the clocks moved forward 1 hour.
Maybe the fix would be similar to what was done for #482 (closed)? See !370 (merged) for inspiration.
