Provide privacy setting for connecting to the Internet on start (used for updating currency rates)

Description
GNOME Calculator seems to connect to the Internet on startup:
** (gnome-calculator:6344): WARNING **: currency.vala:459: Couldn't download ECB currency rate file: Error resolving 'www.ecb.europa.eu': Name or service not known
I think this can be undesirable in certain circumstances such as when you have an expensive uplink or don't want to reveal to the network that you are a GNOME user. Other apps have started to provide entries in the control center's privacy area for whether an Internet connection should be used. Maybe this is one way to go for GNOME Calculator, too.
