libide: Add interactive flag to run_context

Mateus Melchiades requested to merge matbme/gnome-builder:interactive-flag into main

Adds interactive flag to obtain full user PATH then querying for LSP servers. Contains the same modifications as commit 751a2a58 but without adding the same flag to _ide_guess_user_path, which caused problems on bash.
