Port copyright plugin to C from Python

Merged Tristan Partin requested to merge tristan957/gnome-builder:copyright into wip/gtk4-port

I have tried testing this plugin, but when I set a breakpoint in the register types function, I never hit it. Is there something I am missing? Thanks!
