help: write topic for using "ide create-project" command line tool

Description
Builder 3.20 adds a command line tool for creating projects. Currently, we only have one template, but more will be added soon (as well as supporting templates provided via plugins).
The help system in Builder uses mallard, and should be "topic based".
Write a new topic for Builder's help to create a shared-library project.
It should cover:
- Discovering the --help options
ide --help ide create-project --help
- running the command
ide create-project -t shared-library project-name
- building the project
cd project-name ./autogen.sh (only need to run this once to bootstrap) ./configure make
- how to make a release
change version number in configure.ac make distcheck
- It should also point to the maintainers corner in GNOME https://wiki.gnome.org/MaintainersCorner
