Icons: Symbolic icon sheet issues

The gtk4 branch had some developments in the symbolics. I've found some issues that break the export using Symbolic Preview export.

  • Multiple bounding boxes
  • Duplicate group layer names
  • Shapes outside the bounding box, icons larger than 16x16px

We need guidelines outlining the process on how to maintain and extend the set so that these issues can be avoided in the future.
