Can't disable plugins

I tried to understand the preferences addin and tried to disable plugins and watch the behaviour. For example i did the following:

  1. Disable RustUp plugin, according to the user manual and the code it should remove the preferences from the SDK section
  2. Preferences still available

Second example i thought would have immediate results

  1. Disable ToDo plugin, should remove the tab from the pane
  2. Tab still available
