Enable debuginfod server by default

We deployed the server a while ago, see #384 (closed) and its working fine, so let's add a config to make it work by default.

This adds an environment variable to environment.d and the flatpak runtimes cause, as the debuginfod config directory doesn't work with the fish shell, but the env var does.
