mutter / gnome-shell: Disable tests for now

Avoid failure when building mutter:

        Program xvfb-run found: NO
        meson.build:308:2: ERROR: Program 'xvfb-run' not found

Disable tests in gnome-shell as well as they hard depend on libmutter-tests
