publish the flatpak runtimes from gnome-build-meta
With !30 (merged), we can generate the flatpak runtimes from here. This issue tracks the remaining tasks needed to completely obsolete gnome-sdk-images.

setup the CI to push to the new repo (see #60 (closed) and !87 (merged)) -
[ ] contact @alexl to configure sdk.gnome.org to pull from the new reporeplaced by #69 (closed)
