The break daemon keeps running after updating or uninstalling

When the break timer flatpak is uninstalled or updated, an old copy of gnome-break-timer-dameon continues running until the user's session ends. This results in a mismatched Settings application, as well as confused users who try to remove the application and are frustrated that it keeps running.

To solve this, we can change the daemon application to use the update monitor portal. When an update is available, the application should either stop or restart itself.
