Force shutdown of not-yet installed VMs ignored; VM just restarts

Steps to reproduce

  1. Begin the installation of Windows 10 or 11 (or another two-restart install).
  2. Click on the menu and select Force shutdown.

Expected results

You should be taken back to the main view and see the power symbol on the VM’s preview image.

The VM should power off and remain off.

Actual results

You get taken back to the main view while the VM preview image spins forever (related to issue #591).

The VM also either restarts right away, or sometimes if you quit and restart Boxes, the next time you start Boxes. Unclear if it’s running in the background or not? I can force shutdown it again as many times as I want, but the UI never updates.
