settings-widget: Drop the scrolled window and the margins

This gives more freedom to the Settings application on how to implement its Bluetooth panel.

This will allow the Settings application to have its Bluetooth panel better adpat to narrow window sizes without adding a dependency on libhandy to gnome-bluetooth.
