glibmm/gtkmm/Glom DevHelp books are broken - "Error opening the requested link."

Description
I mentioned this on the mailing list, but since it is still an issue for me (and presumably other users who noted the same thing), it would be good to have a bug for it, to see if we can figure it out.
As in the title, trying to open any node in the glibmm/gtkmm/Glom books within DevHelp results in either "Error opening the requested link" or simply no response - in either case, no content is ever loaded. All other books work fine.
I'm running Debian unstable with GNOME, in case that's relevant.
Some comments from the mailing list:
Kjell Ahlstedt:
I met with the same problem after upgrading from Ubuntu 16.04 to Ubuntu 16.10 with glibmm-2.4 2.48.1 and gtkmm-3.0 3.20.1. Have you found a solution?
Presumably it worked for Kjell before the upgrade, which would give us a rough timeline to look at what changed between those versions and whether it's the cause.
Liomar da Hora:
I'm having the same problem. The amazing thing is that when I type in the terminal the following command: (devhelp -s gtkmm) gtkmm documentation to open a window and works normally. Not only her, but all documentation related to C ++. The terminal displays several messages I'm still analyzing.
Running DevHelp using this command makes no difference for me; it still doesn't work. Nor do I see any messages in the terminal.
