Add a class for supporting multiple, non-Gregorian calendar formats

Description
glib needs to support non-Gregorian calendars. This is specially needed for countries that use a non-Gregorian calendar by default, like the Hijri/Islamic calendar in some Middle Eastern countries and the Persian calendar in Iran and Afghanistan.
