Use pkg-config to get path for bash-completion file installation

Description
Created attachment 306079 Patch that creates the desired option.
Most packages provide an option to specify where to install bash-completion-files as a configure-flag, or to not install them at all.
Actual behavior: No configure options for the path of bash-completion-files, instead the path is hard-coded to '/usr/share/bash-completion/completions'
Desired behavior: A configure option to specify where to install bash-completion-files. For example: --with-bash-completion-dir="/path/to/files/" or skip them completely with "--without-bash-completion-dir"
